Between October and December 2002 International IDEA in a joint project with Mozambique’s Electoral Administration Technical Secretariat (STAE) conducted three 2-week capacity building training courses for STAE national and provincial electoral administ
rators. One training session was held in each of the geographic zones of Mozambique: Nampula with participants from the north, Manica, with participants from the centre and Maputo City from the south. 77 STAE personnel participated in the training, representing all provinces, levels and departments within STAE.
The training materials and teaching methodology used have been developed in a project called the BRIDGE Project (Building Resources in Democracy, Governance and Elections). The project, a co-operation between International IDEA, the United Nations and the Australian Electoral Commission has developed a comprehensive training-curriculum for electoral administrators. This BRIDGE curriculum was adapted (and translated into Portuguese) to make a 10 day course used in Mozambique. The objective of the training course is to enhance the competency and professionalism of the election administration through the used of applied adult learning techniques and a comprehensive course content.
The Project Outputs were:
77 STAE National and Provincial staff trained and issued with a Certificate of Completion
