BRIDGE Foundation Modules are amongst the indispensable elements for capacity building for valid career path development of contemporary Election Management Administrators, especially district staff serving the public as focal persons and frontline staff carrying the face of ECSL in the implementation of all policy initiatives relevant and directly related to electoral operations.
The last training on BRIDGE Foundation Modules was done in 2006 for all officers serving in the districts across the country. All those who benefited from the training are no longer in the districts.
1. The training will enhance consistency in knowledge and understanding of core electoral themes and perspectives as established in the standard operating procedures for implementation of policy initiatives across the country
2. Since the training will imbibe commitment to core values of integrity, transparency and accountability amongst other guiding principles of ECSL, it will make it easier for them to build and consolidate stakeholder trust and commitment.
3. The training will enhance the problem solving capabilities of the trainee staff to manifest competency through reasoned judgment and informed decisions on relevant issues; thus reducing the burden of supervision without risk of losing credibility and integrity of the electoral processes.
4. The training will help district staff to collaborate with stakeholders effectively and efficiently, coordinate relevant issues and articulate stakeholder aspirations in the implementation of policy initiatives for credible outcome of electoral processes; thus enhancing stakeholders ownership of the outcomes.
5. The training will expose district staff to adult learning methodologies which could be used in training of ad Hoc staff they will recruit and supervise during operational processes.
6. The training will make it easy for district staff to adhere to legal provisions and ethical standards among best practices of electoral management and administration.
