Electoral Administration workshop in Mozambique

The European Center for Electoral Support (ECES) in collaboration with the Observatorio Eleitoral (member organization of the SADC Election Support Network) and the Technical Secretariat of the Electoral Administration (STAE), conducted a BRIDGE thematic module on Introduction to Electoral Administration, in Hotel Cardoso, Maputo-Mozambique, funded by Eropean Union.

The workshop took place on 11-13 November 2015 and the main purpose was to develop the capacity of the junior officers from Electoral Management Bodies (CNE – Mozambique Electoral National Commission and STAE – Technical Secretariat for Electoral Administration), and some representatives of civil society organizations.

Mozambique carried out the last general elections (Presidential, Parliamentary and Provincial) in October 2014. One year later the EMBs, National Electoral Commission and the Technical Secretariat for Electoral Administration, together with the civil society organization, Observatório Eleitoral, are engaged in post-election activities.

After post-election evaluation one of the priority of the Mozambican EMBs is the capacity building, specially oriented to junior level officers. The module Introduction to Electoral Administration was chosen to allow participants, mainly from CNE and STAE, to review all electoral procedures and all activities of the electoral cycle.

Twenty-four participants from election management bodies in Mozambique, CNE and STAE, and Observatório Eleitoral organisation, 17 female and 7 male, attended the Workshop on Introduction to Electoral Administration. The participants considered the workshop very useful for their professional development.

The Bridge facilitating team, which prepared and delivered the course comprised: Felisberto Naife, Accrediting Facilitator, Maria Adolfo Mulhule, Semi-Accrediting Facilitator and Alberto Manhique, Semi-Accredited Facilitator.

At the end of the course certificates were distributed to 24 participants for having completed with success the BRIDGE Legal Framework module. Maria Mulhule and Alberto Manhique, Semi-Accredited facilitators, have successfully completed the fieldwork and were full accredited as Workshop Facilitator.
