Ukraine

On March 10-13, 2025, the Central Election Commission/IFES Training Center conducted a four-day BRIDGE workshop: “Information and Communication Technologies in Elections.” The training assembled 30 participants (10 women, 20 men) from the Central Election Commission (CEC) of Ukraine.
The event aimed to improve participants’ knowledge of information communication technologies (ICT) used throughout the electoral cycle, including electronic voter registration and identification, election results management system, and internet voting.
During the workshop, participants gained an understanding of the key principles for democratic elections that electoral technologies must uphold. They became familiar with various electoral technologies currently used for voter registration, voting, counting, and results management. Additionally, they explored the potential benefits of electoral technologies, key motivations for their adoption, and how these technologies can address specific challenges to improve electoral processes.
Participants also discussed the inherent risks associated with the use of electoral technologies and their potential impact on election integrity. Part of the workshop was devoted to identifying effective strategies for managing the introduction and implementation of electoral technologies in a sound and responsible manner.
Furthermore, participants examined sound practices in the use of electoral technologies, as well as cases where technology failed to meet expectations, drawing key lessons from both success stories and challenges.
