INEC NIGERIA HEADS OF DEPARTMENTS (OPERATIONS)

A five (5) day BRIDGE Professional Development Training was organised for the Thirty-Six (36) Heads of Department of the Independent National Electoral Commission (INEC) of Nigeria, responsible for Operations in the 36 States of the Federal Republic. This workshop was conducted from 20 – 24 March 2017, as part of technical assistance from the International Foundation for Electoral Systems (IFES), with funding from USAID and UKAID.

The Heads of Operations in the States of the Federal Republic of Nigeria are responsible for recruiting, training and logistics deployment/management for elections. They are among the key personnel, on whose shoulders the integrity and professionalism in the management of the electoral process rest.

The thematic focus of the training was on the following areas: EMBs Functions & Case Studies; The Legal & Institutional Framework for Election Administration in Nigeria: Challenges and Prospects; Concept of Free and Fair Election: Standards, Principles, Credibility; Gender Issues in Election, ECOWAS Gender and Election Strategic Framework (December 2016); Operational Planning: The Cycle & Levels of Planning; Logistics Management; Electoral Training Management: Training Cycle, Training Matrix & Approaches, Monitoring and Evaluation Themes and Tools; Electoral Security – Electoral Security Threats and Risk Assessment; and Election Security Plan.

The team of facilitators for the workshop include Victoria Etta-Messi, Babatunde Ojedokun, and Chuta Chijindu, with Theophilus Dowetin as lead.

All participants completed their reintegration plan to indicate what they could apply the knowledge acquired during the training within a period of 3 months, 6 months and 12 months.
