From August 16 to 18, 2025, a BRIDGE modular training workshop on “Legal Framework and Reform” was held in Eden Park, Chad. This event brought together twenty two participants, including at least eight women, from the National Electoral Management Agency (ANGE), Chadian civil society organizations, as well as other stakeholders such as the High Authority for Media and Audiovisual Media (HAMA) and the Constitutional Council.
Organized by the Electoral Institute for Sustainable Democracy (EISA) with financial support from the European Union (EU) as part of the Support Project for Chadian Actors and Elections (ACTE), this workshop took place in a post-election context. The ANGE sought to draw lessons from the electoral processes it conducted during the 2024-2025 presidential, legislative, provincial, municipal, and senatorial elections, marking the end of Chad’s democratic transition.
The objective of the EISA was to strengthen the EMB’s and its stakeholders’ skills and capabilities to help them fully play their roles and meet future challenges, particularly with regard to electoral reform. To achieve this objective, EISA mobilized a team of facilitators led by an accrediting facilitator (Prof. Augustin Loada), including three (3) workshop facilitators: Dr. Ali Simei, Justin Doua, and Isselé Grâce; three (3) TtF Complete people: Ali Mahamat Mbodou (from HAMA), Issa Adjideï (ANGE), and Laure Igna-Inmo (from Constitutional Council)
Under the guidance of the Accrediting Facilitator, the team prepared and conducted the workshop in strict accordance with the BRIDGE methodology. This achieved two main results: the consolidation of participants’ knowledge and skills in electoral reform, in preparation for future reforms, and the strengthening of the existing body of accredited BRIDGE workshop facilitators in Chad, who can be mobilized for each election.
